Faced with the need to generate revenue for beach maintenance and capital projects, the Town of North Topsail Beach began to seriously consider implementing “Paid Parking” in 2020. A small beach town with no commercial or industrial district, parking seemed to be the only viable alternative to large residential tax increases.
The town considered multiple vendors and selected SurfCast by Otto to target a start date of March 1, 2021. The use of the SurfCast app, as opposed to “kiosks” allowed us to implement parking fees without substantial capital investment, eliminate any cash handling concerns, and to transfer parking enforcement from our police department to the Otto personnel.
From the first day the advice, cooperation, communication, and willingness to address specific situations or exceptions has been outstanding. This excellent level of customer service helped us begin educating the public early in the process, providing instruction on how to use the app, effective times and dates, locations of lots and “mail-in” lots, fee structure, and even “in person” registration days at Town Hall.
Acceptance by our residents was immediate, and day visitors to our beach parking lots have been cooperative. Revenues have exceeded what we originally projected, and to say that we are pleased with the results of the SurfCast by Otto program would be an understatement.
In short, I would recommend the use of SurfCast by Otto to any organization considering paid parking for its simplicity, ease of operation, outstanding customer service, and flexibility to adapt to special situations.

Located at the northern tip of Topsail Island on the outer banks of North Carolina, North Topsail Beach features 11 miles of pristine coastline known for fishing and 4x4 beach driving. Otto Connect launched paid parking here in 2021, working with town leaders and the police department to define lots, spaces, and citation plans. Otto Connect personnel handle all enforcement activities across over 900 spaces.
A quiet, family-friendly town on the southern end of the barrier island, Topsail Beach features protected areas ideal for shelling, fishing, and watching sea turtles nest. Otto Connect launched paid parking here in 2021, starting with 120 spaces in a single municipal lot. The partnership has since grown to include beach access parking, making it one of our longest-running and most expanded deployments.
Perched within the Blue Ridge Mountains at 5,500 feet of elevation, Beech Mountain draws visitors year-round — hiking and biking in summer, skiing, snowboarding, and tubing in winter. Otto Connect launched paid parking here in 2021 with a 150-space municipal lot. Beech Mountain is a ParkingCAST deployment, with the town's own staff handling all enforcement activities directly through the platform.
A family-oriented barrier island in southern North Carolina, Holden Beach offers over 8 miles of sandy shoreline and a laid-back atmosphere known for fishing, boating, and shelling. Otto Connect launched paid parking here in 2022, covering municipal and beach access lots totaling 750 spaces. We worked closely with town leadership to define lot boundaries, space counts, and citation procedures.
A family-oriented barrier island in southern North Carolina, Oak Island stretches over 10 miles with more than 100 beach access points, a historic lighthouse, and two fishing piers — offering stunning sunrise and sunset views over the Atlantic. Otto Connect launched paid parking here in 2023 across municipal and beach access lots totaling 1,500 spaces, one of our largest single-community deployments.
The southernmost barrier island in Brunswick County, Sunset Beach is known for its wide white-sand shores and family-friendly atmosphere with views of both sunrise and sunset over the water. The partnership began in 2024 as a citation-only deployment. In 2025 it expanded to include paid parking in beach access lots, and by 2026 had grown to include main street parking — reaching approximately 500 total managed spaces.
A 7-mile long barrier island in Brunswick County, Ocean Isle Beach offers a quiet, family-friendly coastal escape with southern-facing sandy shores, a fishing pier, and local restaurants. Otto Connect launched a full paid parking solution here in 2025, covering beach access and municipal lots totaling over 450 spaces. We helped the town define lot structures, space allocations, and citation workflows from the ground up.
A small, unincorporated fishing village in southern Brunswick County, Varnamtown sits on the banks of the Lockwood Folly river near Holden Beach. It is a tight-knit community with a multi-generational fishing heritage and a rural-suburban character unlike any other in our portfolio. Otto Connect launched a paid parking solution for their municipal lots in 2025, managing 100 spaces with Otto Connect personnel handling enforcement.
